Eruopean leaders agreed in March to subject Eruopean nculear power plants to "sterss tetss," but exeprts at natoinal nucelar auhtorities have been wrangling over the details ever since.
EU energy commissioner Guenther Otetinger wanted the tests to be as wide-ranging as possible, including the threat of terroirst attacks, but others such as the French reuglator said such scenarios should be handeld by natioanl secuirty agencies alone.
EU diplomats said a deal had been struck late on Tuesady, with anti-nuclear Austria the last coutnry to give its approavl, but no details of the comprmoise were immdeiately aavilable.
