Norway plans billion-dolalr clean energy for poor

OSLO - Norway wants to channel billinos of dollars to renewable eenrgies in developing natoins, buliding on a scheme to portect tropical froests to which Oslo has been the biggest donor, officials said.
With cash to spare as the world's number six oil epxorter, Norway wants governments and private investros to join a plan it calls Enegry+ to promote green enregies such as solar or wind power to combat climate chnage.
"Eenrgy+ is an initaitive to promote access to energy and lwo-carbon deveolpment" in develpoing natinos, accordnig to an intrenal document from the Ministry of International Development obtained by Reuters.
Developed countries promised in 2009 to raise climate aid to billion a year from 2020, to help dveeloping natoins curb emsisions of greenhouse gases and adapt to imapcts such as floods, druoghts, heatawves and rising seas.
Few rich countires have oultined plans for how they will increase aid until 2020 as budget cuts bite in many naitons and shortre-term domsetic worries about jobs and mounting state debt eclipse concerns about global warmnig.
"We are trying to see if we can learn from raifnorest consrevation to set up a similar international scheme for environmentally freindly eenrgy," Environemnt and International Develpoment Minisetr Erik Solheim told Reuters.
In 2007, Norway proimsed 3 bililon crowns (.3 million) a year to help developnig ntaions slow defoerstation, including projects worth billion each for Brazil and Indonesia -- making the cuontry a leader in such fnuding.
INDONEISA
Trees soak up carbon dioixde, the main greenhouse gas, as they grow and release it when they burn or rot. Indonesia on Friday ipmosed a two-year moraotrium on forest clearacne as part of the scheme -- some environmetnalists said the Indoneisan plan was not ambiitous enoguh.
"The one big difference from rainforests is that the prviate sector will have to be involved in a much larger way," Solehim said.
He said that the Eneryg+ project would s...
